南都此前报道，8月21日凌晨，受短时强降雨影响，凉山州金阳县芦稿镇发生山洪，蜀道集团承建的沿江高速JN一标段项目建设工地受灾，事发时工地共有201人。截至目前，本次洪灾共造成4人遇难，48人失联。调查取证发现，沿江高速公路JN一标段项目部及劳务公司刘某等5人涉嫌“不报、谎报安全事故罪”，公安机关8月28日对刘某等5人依法采取刑事拘留措施。

事发后，四川路桥建设集团股份有限公司副董事长、总经理陈良春及副总经理张建明，因在凉山州金阳县“8.21”山洪灾害中，因涉嫌“不报、谎报安全事故罪”已被公安机关依法采取强制措施；四川路桥建设集团股份有限公司党委书记、董事长熊国斌涉嫌严重违纪违法，正接受四川省纪委监委纪律审查和监察调查。

南都记者注意到，9月8日，四川省纪委监委和凉山州纪委监委相继通报，金阳县副县长、县公安局局长罗海鸿，芦稿镇党委副书记、镇长王川，副镇长向留坤涉嫌严重违纪违法，目前正接受纪律审查和监察调查。9月12日，四川省纪委监委再发布凉山州金阳县委书记方凤华被查的通报。
